Add a shortcut to create directive with latest technique version from the tree

Description
We should add a button next to techniques name in the Directives tree to directly create a directive
- Status changed from New to In progress
- Status changed from In progress to Pending technical review
- Assignee changed from Raphael GAUTHIER to Vincent MEMBRÉ
- Pull Request set to https://github.com/Normation/rudder/pull/3226
- Status changed from Pending technical review to Pending release
- Status changed from Pending release to Released
This bug has been fixed in Rudder 6.2.0~beta1 which was released today.
- Fix check changed from To do to Checked
