Description
variable SERVER_VERSION is not set in bootstrap policies and cause this bug https://issues.rudder.io/issues/16663 to appear again (state that server should be upgraded) but only when running `rudder directive list` on a non accepted node (but that has downloaded promises
I'm just opening this for now and don't know if we should go further or not.
