Technique resources should not be commited on server upgrade

Description
Our automtaic technique upgrade script commits all changes in techniques, even techniques resources. This may not be what we want and we want to exclude resources directory from this command for the moment

How are users using multiple servers git synchronization supposed to sync their servers when using resources if they are not commited in the git folder?
- Status changed from In progress to Pending release
- Subject changed from ressources of techniques are commited on upgrade and i think we may not need to do this to Technique resources should not be commited on server upgrade
- Fix check changed from To do to Checked
- Status changed from Pending release to Released
This bug has been fixed in Rudder 6.0.9 and 6.1.4 which were released today.
