Description

My node have an empty POLICY_SERVER_KEY so it cannot download policies
Relay has it own key in policy, and server also

At least in 6.1, need to validate for earlier versions as well

This bug has been fixed in Rudder 5.0.20, 6.0.10, 6.1.6, 6.2.0~beta1 which were released by the end of October 2020.
