Rudder

Since package manager may not know the current version of rudder-agent (because we are upgrading it and we are during postinst, and since rpm does whatever he wants ...)and since we rely on this value in rudder package to check wether a plugin is compatible with our Rudder version (we state that rudder major version is contained in rudder agent version output) we added a new parameter to rudder package upgrade-all that allows to force rudder major version we are checking.

We need now to pass the parameter in packaging in the command all in rudder-upgrade
