Description
When replace content is set, agent starts from a blank state - so every line added is seen as a repair. For some reason (since at least 2.6) we use the line added as a condition for global kept/repair state, even if we have a stronger kept/repair state (with the global state)
so we should not use the file content section as a marker for global state
