Rename POLICY_SERVER_KEY and POLICY_SERVER_KEY_HASH

Description
The two are very alike but the first one is the CFEngine special hash encoding (based on md5), and the second one is the more standard base64(sha256(der encoding of pub key))).
They should be renamed to something explicit, like:
POLICY_SERVER_KEY_HASH_CFE POLICY_SERVER_KEY_HASH_SHA256B64
