Rudder

We don't support public key (ie just a pubkey, not a certificate) for nodes since 6.0 but we were keeping the possibility to parse inventories from previous version of rudder with that case.

In 7.0, we absoluptly needs certificates for communications, and there is a major cycle, so we can now remove the "only pubkey" case.
