We want a warning message when rudderc fails to compile a technique

Description
When a technique is saved in editor, rudderc tries to compile it, and if it fails, a fallback option (the old way) is tried.
If that second option works, user gets in UI "success, technique saved".
We would like to have a warning somewhere, letting the user know that rudderc failed and that they should send us the debug log.
Ideally, we should not even ask the user an action for that, and send the error logs along with the other metrics IF the user gave us his go (because their might be sensitive data out there), or just have a button "open a bug report" which would do everything for him.

Actually, this not the case for the 7.0 cycle: we added a feature switch to disable rudderc and more check to make it fails more reliabely when it is not able to handle inputs. In rudder 7.0, the effort will be on defining a clearer API between rudderc and technique editor so that we are confident that they cover the same feature set, or at least that rudderc has a super-set with a clear way to tell technique editor that that technique is not renderable (or should be rendered in source code, not in graphical blocks).
