We should be able to reload the dynamic groups manually

Description
Currently, the dynamic groups are only updated if a new node is accepted. We should be able to force this update in case we manually added a node, and to be future-proof.

François, a quick look through this commit suggests to me that you commited a default setting to the configuration file that you didn't mean to:
# If O is given, the dynamic group features will be disabled
#
-rudder.batch.dyngroup.updateInterval=5

+rudder.batch.dyngroup.updateInterval=0
Or am I missing something?
