The DEFAULT tag in the policy.xml is broken in subsections (this is what it seems, please refer to the fileManagement PT : the two last fields should be prefilled !)

Precision: this bug only happens:
- on default values for fields in sub-section of multivalued section
- for example, with NTP PT, we have both a non-multivalued sub-section (Hardware clock (RTC)) and a multivalued sub-section (clock ntpservers) containing input field with default values correctly displayed ;
- when the PT is freshly created
- for fileManagement, if we "add another" section, default values for fields "File selection pattern" and "Suppress if older than (days)" are correctly displayed.
