Rotate/clean the repository of modified files

Description
Rudder stores a copy of the previous version of the files, timestamped, when they are modified, in the /var/rudder/modified-files
For the moment, no rotationg nor anything is done on it, it should be planned on a later release

Matthieu, please implement this in on of our system Techniques. This is easy to do, and very similar to #2372.

OK, this has been done and will be pushed after NPE is done releasing the alpha7.
However, I set the promise to purge the directory of every file older than 30 days, is this retention delay acceptable or should we make it longer ?
