Two categories in the PT tree has the same name: security

Description
There are Two categories missing:
- Security Configuration
* Set the permissions of files
- Security settings
* Monitor a file or directory content
This bug is repeatable: Delete initTimeStamp attribute from "policyCategoryId=UserPolicyTemplateLibraryRoot,ou=Rudder,cn=rudder-configuration"

Two categories can't have the same identifier ! The message is not really explicit thought

Please note that during the import, the logs are ridden with messages telling how bad it is to have twice the same category name ...

This was actually fixed for 2.3.6, not only on the 2.4 branch.
