SSH key distribution technique: Add a "Don't complain if the user doesn't exist" option

Description
Currently, if you configure this PT to set SSH keys for a user, but the user doesn't exist, an ERROR is returned. It would be nice to have an option to tune this behaviour. It could be something like this:
If the user account does not exist on the target machine: [Drop down list ...]
Return an error (default)
Set the keys anyway and return success
Don't set the keys and return success anyway

It doesn't have any assignee. it should be me or Matthieu, so I take it for now.
I'm not sure that it will be fixed before 2.4.0~alpha7 but I let this targeted version.
