Multi-plugin install with rudder package fails without explanation when one plugin fails

Description
If we install several plugins with rudder pacakge, and one fails, the whole installation stop, which is not what we want:
- if some plugins were already installed, we want to restart jetty (else, we are in an inconsistant state),
- perhaps we want to install other plugins after the one that failed (seems what I would like as an user),
- I want a message at the end telling me what failed/what worked (see also #21722 about user feedback)
