Make the Generic CFengine variable definition PT multi instance

Description
There is nothing really preventing it from being multiinstance, hence it should be for more convenience

- % Done changed from 0 to 100

created a 1.1 version of the pt with the following change
- multinstance
- shorter bundle name (so that it is actually executed !)
- Status changed from Pending technical review to 10
- Status changed from 10 to Released
