Currently, the list of CR contains a column which show the PI applied. When there is more than one PI, clicking on it causes a popup to appear that displays all applied PIs and their Policy Templates.

However, when we click on the PI column for a CR with only one PI, no popup appears, and the link takes us to the PI details. By having a different behaviour, that is not easily recognizable, and taking us to another screen, incurring a rather long loading time, I feel this behaviour is most confusing.

This user story is to establish a consistent display, always using a popup, even if there is only one PI for a CR. This will additionnaly allow the user to see the type of PT used, without having to change screen.
