Blocks from a technique should not be "duplicable" when editing a directive

Description
This only happens when creating a directive from a technique which contains:
- at least one block
- at least one parameter
The directive page looks like the screen attached, and the block sections should not contains the buttons "Delete xxxxx" and "Add another xxxx".
