Description

Our CI uses latest maven version, 3.9, that changes the default version of resources plugin from 2.6 to 3.3.0, but resources plugin 3.3.0 does not work for us due to symlinks, see https://issues.apache.org/jira/browse/MRESOURCES-269

We should fix plugin version to 3.1.0 which works fine for us
