This only occurs when the overriding sections are empty. Which is a supported case and should work.

There are 2 issues here, the base file related reports should use it as component_value, and the webapp seems to fail to compute the reports with empty component value, even if the expected report contains an empty component value.

When the component value is empty, the reports are well generated by the agent, and computed by the webapp as they are not flagged as "unexpected", but for some reasons, they are not matched against for the compliance and we end up with missing reports.
