Now that we have a nice yaml format for techniques and a rudderc able to compile them to metadata.xml and related files for agent, we need to actually use it in rudder.
We will include it with an option switch to revert back to old generation method (or even have a per-technique flag available) so that we are able to get out of deadlock for users with edges cases.
Rudderc will also be used when archive will be imported to generate rudder specific files from the technique.yaml.
