Extend authentication methods to know about roles override

Description
We need to extend authentication method object so that they expose the knowledge about role list overriding.
That change will need to be reported in both user-management plugin (so that #23254 message can be made more accurate) and in authentication backend (so that the value is retrieved from config and correctly filled-in).
