Description

When we modify a rule with the plugin change-request enabled, if we do not change the default title in the popup, the title lead to be empty on change-request side and on the rule page, in the screen the last CR has a title because I modify the default title to "toto"

I guess that is only a small problem of placeholder, and the input is not initialized at the value of the placeholder in Elm
