Inconsistencies in rules information with nodes in empty policies mode

Description

When a rule target a node that is in empty policies mode, and this node is in audit, there are 2 weird behaviour:
  • as the node is in empty policies mode, no policies are applied to it, and the node doesn't show in the list of nodes targeted by the node
  • all others nodes are in enforce, but this node (that is not in the list), and the rule is in mixed mode
  • the number of nodes in the nodes tab of the rule do count this node so it doesn't match what is displayed
Step to reproduce:
  • create a rule that applies to all nodes
  • have all node in enforce
  • change policy mode of one node, and change its status to "empty policies"
