Description
Some problems here:
- The filter is never used
- I don't think the option "Display rule from subcategories" is really used
- the display of rule should follow the same template as every table in Rudder

I'd rather have the filter fixed rather than removed
It is sometimes difficult to find the right rule, and being able to filter them does help a lot
