Add an option to "update only" user in the Users technique

Description
We want to be able to update a user only if it exists in the users technique
Also, we have modes "Check only" which are redundant with the proper audit mode, that makes the technique complex
We should then rewrite this Technique to keep only the 3 options:
"Create/Update", "Remove", "Update only if exists"
and have detailed reportingfor each of the managed/modified point (so the technique reporting will be more verbose)
