On postgresql 15, in some cases, user rudder cannot create or update the tables

Description
Hence the upgrades scripts fails, and rudder is broken
Postgresql 15 changed the right of users by default, and only owner can create tables. Rudder user is the owner, but it seems sometimes it is not enough
As a workaround, we will grant all rights for user rudder on rudder
