Creating IDs with special characters should not be supported

It is possible to create them for now, but it is impossible to change those which contain spaces because of the URL escaping of the API.
See #24853 for an example on Rules. It should also apply to Directives, etc. Anything we could create with an ID, really...
We should only allow alphanumeric-_ when creating new IDs (and we should still support special characters in IDs that have been created previously in Rudder).
