Description
As seen in #24504, when accepting or refusing nodes when the rudder version is 8.0, they are accepted/refused and marked as so in the database, but we don't get any event log for it, so we lose that information forever.
In 8.1, the problem does not occur and we have the event log.
We should have a "Node accepted" or "Node refused" event in our event log each time we accept or refuse a node in 8.1 only.
