Description

The metrics script is not working (actually rotting) since somewhere around 7.2.

We will need to rework the whole logic completely (in 8.3), but in the meantime, we need to disable the metric pop-up and disconnect the logic configuring the script.

It should be done so that the UI/pop-up part is easy to enable again in 8.3, and the backend policy configuration is easy to delete (or is deleted).

The goal is to not bother new users with a pop-up that control nothing.
