Unable to download technique resources

Description
Try to download a technique's resources from the file manager doesn't seem to do anything
Files
- Priority changed from N/A to To review
- Target version changed from 8.2.4 to 8.2.5
- Assignee set to Clark ANDRIANASOLO
- Priority changed from To review to 1 (highest)
It looks like it might be caused by CSF header security.
- Status changed from New to In progress
The problem is a 401 error :
since CSRF, and the Elm method used for download is documented to have issues related to this, we should use another download method :
