Initial page after Rudder installation should be the license tab at welcome step

Description
The redirection or check of the rudder_setup_done setting is surely wrong, the initial Rudder page should be the Settings > License tab which displays the initial "Welcome" page
Also the #companyAccountTab tab should be named differently now, it is no longer a "company account", but a "welcome & setup" tab
