We used to (in 2.4.0~beta2 I think) have some quick links on the Rules edit page, at the top of each tree (Directives and Groups) have a quick link to create a new one of each item. These have disappreard and should be restored.

After ed70838e4683db60a5968812000a2ef75118448b the links to create a directive or a group, on the right of "Directive" and "Group Hierarchy" are no longer visible:
It's a read/write problem. We can still create a directive from Directive Management, but not from Rule Management.
