Quick links to "create a group" or "create a directive" have disappeared from the Rules page

Description

We used to (in 2.4.0~beta2 I think) have some quick links on the Rules edit page, at the top of each tree (Directives and Groups) have a quick link to create a new one of each item. These have disappreard and should be restored.
