Description
In the OAuth2 users documentation, there is no indication on the tenants configuration, but it is present for tokens in 8.3 (see #26713).

Tenant for oauth things is a feature added in 8.3 so it's ok.
We can still make the doc better and more homogeneous regarding tenant in 8.3
