Description
With the change-validation plugin installed, but the change requests being disabled, the change request count in the navbar CR - is still loading.
And it cannot be opened (leads to a console error when clicked).
The previous behavior was hiding the component.
So we should hide it when the plugin is disabled (there is no API call being made, so it's a snippet that should be changed)
