Add new Technique: "Generic CFEngine Command variable definition" permitting to initialize CFEngine variables from the result of shell commands

Description
This technique aims to provide approximately the same functionnalities as the Generic CFEngine variable definition, but instead of a static string, will fill the defined common variables with the output of an arbitrary command.
Use case: Get the kernel version, create a variable containing the output of "/bin/uname -r".
