It seems that the detection of when the promises have been updated last is not fully functional
On centos-5-32

 /var/rudder/cfengine-community/bin/cf-agent -KI -f failsafe.cf
 -> Touched (updated time stamps) /var/rudder/cfengine-community/last_successful_inputs_update
 -> Touched (updated time stamps) /var/rudder/cfengine-community/last_successful_inputs_update
 -> Deleted file /var/rudder/cfengine-community/state/cf_lock.db
