When restoring latest commit, no commit should be made

Description
When we restore last commit, an empty commit is made in the configuration-repository.
We should prevent commit if we want to restore HEAD
- Target version changed from 2.4.6 to 2.5.4
targeting to 2.5 because there is no commit in 2.4
- Status changed from In progress to Pending technical review
- Assignee changed from Vincent MEMBRÉ to François ARMAND
- Pull Request set to https://github.com/Normation/rudder/pull/213
- Status changed from Pending technical review to Pending release
- % Done changed from 0 to 100
- Status changed from Pending release to Released
