X-API-Version header does not support "latest" version

Description
According to the docs (http://www.rudder-project.org/rudder-api-doc/) and after a discussion with Vincent, it turns out that the X-API-Version header doesn't support our "magic" latest version number.
This should be the case, so that the two alternate versioning systems work identically.

By misstake I pushed my working branch on Normation github : (branch name is bug_3817/bug_API_HEADER_latest)
I removed the relation between that ticket and commit made 5b8b4f3c
