When clicking too many times on Techniques in the Technique library page, tooltip may stays open forever

Linked an image containing it.

Passing mouse again on the section make the section disappears.

This is a JQuery bug (http://bugs.jqueryui.com/ticket/8740). It happens because when we click on a section we start an ajax process and events are not fired/kept during ajax.

We may workaround it by checking at the end of ajax process, but it seems very complicated ... tried workaround proposed in Jquery issue but was not working ...

It happens in 2.6 (since we changed Jquery version and the tooltip behavior)
