Description

Currently, /var/rudder/ncf/common is copied from /usr/share/ncf/tree by CFEngine. But, at installation, until failsafe.cf has run for the first time, it doesn't exist. If rudder-web generates promises during this time, they will fail cf-promises validation because of this.
