Include ncf input files in Rudder's CFEngine promises

Description
To use ncf's libraries, generic_methods and techniques, we need to include the CFEngine .cf files from /var/rudder/ncf/ on every node in the CFEngine inputs.
In the process of doing this, we will automatically use ncf's copy of the CFEngine stdlib, so we are removing the stdlib from Rudder's system techniques.
