Wrong link in ncf specfile, making ncf not usable on rpm based systems

Description
In #4220, we corrected the ncf link creation on the ncf specfile.
It appears the fix was incorrect (reported by NPE), and should be this:
ln -sf %{installdir}/ncf/ncf %{buildroot}%{bindir}/ncf
