Rudder

We would like to warn user and trace for post mortem analysis when a Technique is changed without it's version number being updated (see http://www.rudder-project.org/redmine/issues/4289#note-20 for more details).

Now, we certainly don't want to warn on each modification of a Technique, but only on the ones having an impact on node configuration or node compliance.

I see:

- priority for unique Technique
- being or not unique
- add or remove section and variable
- change mutlivaluation for section
- change isComponent / component key
- variable type
- variable name
- variable constraints (well, anything about variable safe its description)

Anything else?
