Add a demo rule in Rudder new installation
Description
We would like to have a Rule that is created by default in new Rudder installations, to help simplify first steps for new users.
Name: Global configuration for all nodes
Target: System group "All nodes"
Description: This Rule was created automatically when Rudder was installed. It can be used to target Directives to all nodes (including the Rudder root server itself), or deleted if you would rather create your own set of Rules (it will never be created again).
Status: Enabled
Exceptionnaly, we checked that that user story can go in a bug-fix release because it should JUST impact the init script, and no code nor any logic (packages, Rudder internals, etc), but would provide a much nicer user experience.

This bug has been fixed in Rudder 2.9.2, which was released today.
