Duplicated list of nodes authorized to connect to the policy server in the generated promises

Description
In the generated promises, on the policy server, the list of node authorized is duplicated, because we use both ALLOWCONNECT and MANAGED_NODES_NAME, which basically are the same
We should not use ALLOWCONNECT anymore, and replace it by the policyserver
I remove ALLOWCONNECT alltogether, as it is not used anymore
Please note that we cannot remove system variable from cf-clerk, as the first thing done at startup is to check what is in the ldap tree, and unserialise the saved directive. Withotu the definition of the system variable, it fails to start.
