There are StringTemplate variables in the initial-promises

Description
There are some StringTemplate variables in the initial-promises, they should be removed as their presence break CFEngine parsing. Also, a test has to be created to prevent this in the future.

Note: The problem seem to have been introduced during #4762 creation.
The test will test for something that matches "^\s+&" and "&[a-ZA-Z_]&", which should match every StringTemplate variable usage, iterators and conditionnals.
