Rule category can be deleted after the a Rule was added to the category

Description
Only non empty Rule category can be deleted ( not containing any Rule) but if you modify a Rule and add it to a previously empty category, the category can be deleted.
This should not happen, and the it should be checked just before opening the delete category popup
