Description

There are a lot of rudder-agent builds that fail because of CPAN unavailability. Moreover, it is not fair play from us to hammer CPAN's website at every build, downloading the 3 same deps everytime.

We need to get CPAN deps from a mirror and use http://www.normation.com/tarball instead.
